Final phase! please help

So last year I took on the challenge to knitting a baby cardigan for the first time. It’s been a lot of trial and error and I’ve finally gotten to the final “border section”. I’m using the king Cole 5442 pattern
I’m having trouble with understanding what’s being asked - am I to knit all these stitches on to one needle all along the border? Or am I do it in sections?

Good going! You really are at the finishing steps of this challenge.
Yes, all the sts are to be picked up on one needle starting at the lower edge of the right front (right as you would wear the sweater) and proceeding all the way around and down the left front.
The pattern is giving you the number of sts to pick up in each part of the cardigan as you proceed around.

You might put makers after each section so that it’s easy to see those sections and keep track of the pick up as you knit. A long circular is good but this could be done on a long straight needle if that’s what you have.
