What percentage wool should a yarn be to felt?

Well, it can vary, but it should be mostly wool and it can’t be washable. If it says superwash then it won’t felt.

If you use anything that is less then 80% wool, I’d say test swatch and felt it first. Plus it depends what it is mixed with - some brands of wool/acrylic does felt and some others do not felt well at all.
