I have a chart where row 1 uses 2 colors, A,B.
Row 2 purling back uses a different color, C.
Since I’m knitting flat, is it better to cut colors A,B and re-attach for row 3 or catch the 2 color floats (101 stitches) along row 2.

So if I understand you correct, the situation is like this:
Row 1: Color A and B
Row 2: Just color C
Row 3: Some kind of combination of A, B and C
Then first knit row 1. If you do not use double pointed needles or circulars, slip back all the stitches to the left needle. Knit row 2. Now you got all three colors at the same end of the work and row 3 is the first one you purl.
So first you knit normally the first row. Instead of turning the work, you slide the work over to the other side of your circulars, attach the new color and as you never turned the work you again do a knit row.
After row 2 you got all three working yarns on the left side. This is the first time you turn your work and you purl back during row 3 (and making the floats on the side facing you).
