The pattern I’m working on, I don’t have a link to it, but it has a color change in the chart for the design. On the tips, it suggest you, Use a separate ball of yarn for each motif on chart rows 13-21, twisting yarn at color change to avoid holes.

I’ve been using this different color for the 1st 10 or so rows, making design. Do I just leave this yarn hanging and start a new ball of the same color for these rows? and if so what do I do with the 1st ball I was using?

Well, if the first ball can be used in the following design, go ahead and continue using it. If you’d have to stretch the yarn strand across several rows or many sts then, yes start a new strand of yarn.
As for the old strands, you can cut them leaving about a 6 inch tail to weave in later. Make sure that when you weave in the tail, you cross the old and new strands so that you don’t create a hole in the knit fabric.
