Extra casting on question

My pattern starts:

Cast on 8 sts
P 1 row
Beg with a K row, work in St st
Cast on 13 sts at beg of next 4 rows. [B][60]sts[/B]

question one:
do I cast on on the needle with the yarn on it or the needle without? (my guess is with the yarn)

Question two: does the 60 sts in bold mean that’s how many sts I should now have on my needle?

Do a knitted or cable CO on the needle with the yarn on it. After you CO 13 sts at the beg of the 4 rows you’ll have 60, including the original 8 you started with.
