explain this one, i am confuzzed

sts. Work even until raglans measure 9 (9½, 10, 10½, 11, 11
1/2) in. [23 (24, 25.5, 26.5, 28, 29) cm]. Bind off.

Do i decrease 1 stitch on each end for 23 rows? I am making the biggest size.

Not each end for 23 rows.

Each end for 12 rows.
Then
Each end of the alternate rows 11 times which is 22 rows. (I would guess these are dec each end on right side row and no decreases on wrong side row)
Total rows 12 + 22 = 34 rows
Total decreases 24 + 22 = 46 stitches
Then work to measurement.

As you are to end up with 19 stitches you can check the maths works with the number of stitches you are starting with.
