Easy work but big question on something

I’m following directions on knitting some easy baby booties, but I get stuck on this one part where I’m supposed to leave the remaining stitches on needle. Now, I know how to do that, but when I tried it with this piece of work, my piece looked like “Edward Scissorhands” with knitting needles stuck in it here and there. I thought of using stitch holders, but still, it seems tricky. I will write the part of knitting pattern word for word:

First you create the instep.
Then you work on the divide for the instep:
"1st row (RS): k24, sl 1, k1, psso, k2, k2tog, k4, k2tog, k4, k2tog, turn. Leave remaining st on the needle.
2nd row: sl 1, k12, k2tog, turn. Leave rem st on the needle.
3rd row: sl 1, k3, sl 1, k1, psso, k2, k2tog, k4, k2tog, turn.
Repeat 2nd and 3rd row 3 times.
Next row: As 2nd row.
Next row:Knot to end across worked and unworked stitches.
Nest row (WS): Knit to end across all sts.

Now, I put it in bold where I have no clue how to work this piece since I have all these knitting needles sticking out every time I turn. Thanks.

I don’t think you were to add any kind of holder or extra needle, but just leave the stitches that remained on the needle they were on and turn and work the other direction. You are working short rows and when you get done you knit across all the stitches on the needles, and you want them to still be on the needle to work across.

You don’t need to put the sts not being worked on onto stitch holders. Just turn and work back over the middle stitches only for a while. You’ll get back to the other ones on this row - Next row:Knit to end across worked and unworked stitches.

Thanks ladies for clearing that up!
