Let’s say you’re knitting on the round with 4 DPNs. There are different number of stitches on each needle. If I transferred a stitch from one needle to another, will my knitting be affected in any way?

Generally, you can arrange and rearrange the sts any way you want. Some patterns will have you do this in order to get only the heel sts on one needle, for example. So unless it interferes with the pattern, you can put them on whichever way you want.
Transferring stitches around is a method to make ladders less noticeable.
