Double Pointed frustration

I am making gloves with DP needles. Cast on amount was 28 so I put 7 on each of 4 needles. Row 5 says knit 2 together and yarn over but I end up with only 1 stitch at the end. You can’t divide 28 by 3 to use 3 needles. What do you do?

Use a stitch from the next needle. You can slip it For that matter, you can move one stitch from two needles before the round starts, so you have 8-6-8-6. As long as you remember where your rounds begin and end (use a marker), you won’t have a problem.
