Don't understand Raglan Decrease instructions

I’m knitting this wrapover sweater, which is knit bottom-up. I’m currently on the back section beginning the raglan decreases of the armhole. This is my first time knitting a raglan armhole which is probably why the instructions aren’t very clear to me. So far I’ve been able to do the first step to shaping the raglan which is:

BO 5 sts at beg of next 2 rows, then 2 sts at beg of foll 2 rows - 103 sts.
Next row (RS) K3, K2tog, K to last 5 sts, skpo, K3 – 2sts dec’d

(this next part is what I’m stuck on) Working all raglan armhole decreases as set by last row, dec 1 st at each end of 4th and 5 foll 4th rows, then on foll 14 alt rows - 61 sts.
Work 1 row, ending with a WS row.

First off when it says to dec 1 stitch at end, does that mean bind off that stitch? Then I don’t understand what it means by “5 foll 4th rows”?

Any help would be much appreciated.

Call the last decrease row, row 1 (Next row (RS) K3, K2tog, K to last 5 sts, skpo, K3 – 2sts dec’d)
Decrease at each end of rows 5 (that’s the 4th following row) and then rows 9,13,17,21 and 25 (those are the 5 following 4th rows).
Those sts are decreases worked by k2together or slip, slip, knit (ssk) for example. Depending on how you would like the decreases to slant, you can work a ssk at the beginning of the row and a k2tog at the end of the row. If you want to leave a nice edge for seaming, work these decreases one or two sts in from the edges.

Okay thank you so much, that explanation makes it much clearer for me to understand. I was just wondering when it says “Working all raglan armhole decreases set by last row” does that mean that I should K3 first before doing the decrease stitch, like the first row indicated?

Ah yes, sorry I missed that. You’re correct. The pattern wants the decreases 3sts in from each end. They are also recommending a skpo rather than a ssk for the decrease toward the end of the row which is just fine to use and follows the pattern.
