Don't understand pattern directions: "cb4"

Hi all,

I’m an intermediate knitter, I’d guess. I’d like to try this scarf pattern, but I can’t seem to find an explanation for the “cb4” that appears in the pattern. Here’s a link:

I’m assuming it’s a cabling thing, but it doesn’t make sense to me given the surrounding stitches (plus I’ve never cable-knit before, though I’m game to try it). Also, if anyone has instructions for the I-cord cast-on described here, I’d appreciate it, since the link on that page is broken.

At the bottom of the page, below where it describes Annie Modesitt’s slip stitch edging, you will find explanations for the Cb4 as well as the icord cast on.
