Don't understand how to bind off this pattern

I’m doing this “pan handler” pattern from frugalhaus (pattern here) and I don’t understand the bind off instructions.

It says :

"Set up for bind off. With double pointed needles, slip the first knit st. to first needle, slip the next (purl) st. to back on second double pointed needle, *repeating across, so you have sts. on both needles. Purl loosely across first needle, turn, Purl loosely across back needle. Bind off in Purl sts. Weave in yarn ends. "

So, I’ve got my double pointed needles. I slip the first stitch to the first needle.

What the heck do I do with the second stitch?

It looks like you’re putting the knit stitches on one needle and the purl stitches on another needle, probably held parallel to the first.
