For me it looks like regular stockinette stitch worked on bigger needles and stretched, but we have here more knowledged people that will answer you.

I agree with ZKOhio Just stockinette worked on larger needles then stretched out.

I agree with the above. Maybe try a drop stitch every other stitch?

Drop stitches can look very cool. This is great, very simple https://www.ravelry.com/patterns/library/drop-stitch-scarf-2 . If you did it in the round with bigger needles then you could easily make into a skirt, the pictures above are a skirt?
