Do I need to add a stitch?

I am knitting a snuggle sack for a baby. I’m fairly new to knitting and need help understanding what to do.

The pattern reads:
12th Row K64. Turn. It also says after each turn leave rem sts unworked.
14th Row. Knit to end of Row. 70 sts.
So when I come to this row am I supposed to add extra stitches or am I doing this completely wrong?

On row 12 you knit part of the sts then turn leaving the other sts and work back to the other edge. On row 14 you work all the sts including the leftover ones from before.
