Do I count cast on as a knit row?

I’m trying a scarf of my own design. I cast on 14 stitches. I want to k2 and p2 across ending up with 2 knit rows. Do I count the cast on row as the first knit row? I hope this makes sense.

Some videos will tell you that the first row of a long tail cast on counts as the first row but most knitters do not count that cast on row as row 1. So you would cast on, k2p2 across row 1 and then repeat on row 2.
