Hello there! Can someone help me understand this?

“Dec 1 st at neck edge on next 4 rows, then every following alt row 4 times more.”

Is it:
Row 1-4: decrease on each row
row 8 decrease
row 12 dec
row 16 dec
row 20 dec

Rows 1-4 are as you thought, decrease 1 st at the neck edge on each row then you decrease again on rows 6,8,10 and 12
