Decreasing stitches for a top

Hi!

Have a question about a top I want to start knitting, for shaping the shoulders the pattern states:
“Decrease 1 stitch at neck edge of next 4 rows and at same time cast off 4 stitches at beginning of 2nd row, then 4 stitches at beginning of following alternate row.”

I’m just wondering if I’m reading this right: so do I decrease on the second row 1 stitch and then cast off another 4 stitches so a total of 5 stitches?
Then on row 4 repeat?

What is the name of your pattern and designer?
The cast off of 4sts should be a cast off for the shoulder so a cast off at the armhole edge. You would decrease at the neck edge on rows 1,2,3 and 4. Cast off 4sts at the armhole edge on rows 2 and 4.
Maybe this is for shaping the right front?

It also says to “decrease 1st at each end of next 7 rows, then on fall 6 alt rows.”
Which rows does it mean by foll 6 alt rows?

The next 7 rows would be rows 1,2,3,4,5,6 and 7. The following 6 alternate rows are rows 9,11,13,15,17 and 19.
It’s decreases at each end of the rows so that’s 2 decreases per decrease row.
