Decreasing on sock heel

Im new to knitting. Im knitting socks and have reached the heel. The pattern says cont as set dec 1 st on each row. Do i do this at the begining or end of the rows

What is the name of your pattern? If you’d like you can quote a couple of rows from the pattern before this decrease. Don’t give us more than a couple of lines please due to designer copyright.

Turn heel.
K13, s1, k1, psso, k1.
2nd row. P4, p2tog, p1, turn.
3rd row. K5, s1, k1, psso, k1, turn.
Row 4, p6, p2tog, p1, turn.
Cont as set dec 1st on each row to 14sts.
So ive done up to row 4complete and have 14sts on left needle and 7 sts onright needle. Now im stuck

It is a king cole pattern. 5485

The decreases are near the end of each row.
Row 1 K13, s1, k1, psso, k1.
2nd row. P4, p2tog, p1, turn. (6sts)
3rd row. K5, s1, k1, psso, k1, turn. (7sts)
Row 4, p6, p2tog, p1, turn. (8sts)
Cont as set dec 1st on each row to 14sts.
I’ve written the number of sts you should have for the heel at the end of each row. Each row increases the heel by including one of the sts on either side of the heel into the heel itself.
So knit or purl one more stitch on each row, work the decrease, then knit or purl one and turn.
Row 5 K7, s1,k1,psso, k1, turn (9sts)
Row 6 P8, p2tog, p1, turn (10sts)
Keep on like this until you get to 14sts for the heel.
