Can you use a knit 2 together (k2tog) for the right leaning decrease or does your pattern specify something else?

OK, for the 3rd size:
K1, * k2tog, k4 * repeat 7 times more, K1.
Knit one, k2tog, k4, k2tog, k4, k2tog, k4 and so on until you have repeated the directions between the stars 7 times more (a total of 8 times). Then k1.

I would to ask your advice again, if it’s not too much trouble, I’ve managed to do the back of the jumper , the problem now is the front, my calculations don’t seem to be working.
I’ve done steps 1-3, as instructed which leaves me with 42 stitches on my needle, which is the same as

Step 3 for the front is a decrease row with a decrease of 10 sts to 32sts. You’ll end the row with 16sts, a gap at the bound off sts and then another 16sts. The following steps tell you how to finish one shoulder on the front.
Thanks, how do I do steps 4 & 5, I’ve tried to research but nothing makes sense.
For step 4 in the 3rd size, you have 16sts. Purl 13, purl 2 tog, p1. Turn. Now you have 15sts.
Step 5, k1, ssk, knit to the end of this row. (14sts)

I am now up to step 8, I’ve still got 16 stitches left on my needle, how do I rejoin the wool, to decrease the other side.
Did you work step 7, the cast off, or are you planning to join the front and back shoulders with a technique like 3 needle bind off?
To rejoin the yarn strand, take a new end of yarn and hold it next to the one of the needles and begin knitting. Leave about a 6 inch tail to weave in later. Don’t worry that the first few sts are a little loose. You can always snug them up later by pulling the yarn tail.
After the decrease rows in steps 8 and 9 you should have 14sts on the needle. Purl one row (step 10) then bind off these sts.
