I think, it means that you should decrease (k2tog) two times so that the final count of your stitches on that row is 2 less than you started with. That’s how I would read it.

does it actually tell you to K2tog twice or are you asking what you should do? Another way to decrease two stitches is to slip one stitch, knit two together and pass the slipped stitch over.
