Debbie Bliss pattern - garter stitch jacket

I am having trouble with decreasing. 39 stitches It says knit 31 stitches then sl 1, yf, turn, sl 1 knit to end and repeat once more. Then K29 sl1, yf, turn, sl1 knit to end repeat once more and so on. It just does not make sense to me. Is my yarn at the front or at the back of my needle?

Whilst knitting the yarn is at the back. When it says bring yarn forward this is directly before a turn, bring the yarn to the front between the needles as though about to purl, now turn. When you turn the yarn will now be at the back again, ready to knit with.

Thank you I think I understand now. I will give it a go but I have never shaped the neck or shoulder like this before. Hopefully you won’t hear from you again!

This sound like wrap and turn short rows in garter stitch. It should be close to the technique shown in this video. You will be working on a subset of your total sts but you won’t be decreasing any sts.
