I’m not sure if you have a specific question about these directions. It’s also no clear to me whether the shaping is at the inside or outside of the leg. Here’s a first go at them.
For the leg, work on half the sts leaving the other half till later.
Call the next row, row 1. Dec at beginning of row on rows 1, 3 and 5 and then at end of row on 6.
The second set of leg sts are shaped in the same way.

Those were complete instructions - there are no pictures or further explanations about shaping.
I think i got that right - to that point then. It looks like a complete diagonal line? Rows 1-6.
How do i rejoin then? It says to rejoin at inside edge.
How do I reattach yarn to the 2nd set of 19 stitches? To begin the same treatment - rows 1-6?

Yes, a gradual diagonal to shape the leg. To rejoin the yarn, just start knitting with a new strand of yarn. Leave about a 6" tail to weave in later. The first stitch or two will be loose but you can always tighten them up later.
