No need to move the sts or break the yarn. The directions are to continue to the BOR marker and then past the marker until you come to the 28 bound off or held sts.
You’ll be knitting back and forth from one edge at the 28sts to the other edge. This isn’t an unusual way to work this.

Ah ok thanks so much for clarifying! So I’m currently on row 12 for this part, I knitted past the BOR marker then up to the bound off stitches. For the stitches after the BOR marker and leading up to the bound off stitches, isn’t this section a new round ? and would need to start at row 13? Then once I reach the bound off stitches, and turn to purl, I would purl row 14 since I had already knitted row 13 for that section, then would need to switch back to row 13 once I pass the marker and start working on the back and right side? This is probably more simple than I’m making it, so apologies in advance if I’m making this more complicated than it needs to be!

For the next part of this neckline you won’t be knitting rounds any longer. From here on you’ll be knitting back and forth. As far as the colorwork is concerned, you will want to maintain the pattern over those stitches immediately after the BOR marker. If it’s easier to do that by stopping at the BOR marker, cutting the yarn strand leaving a 6" tail and restarting with a purl row at the bound off sts, then go ahead and do that.
You’re correct, it will be less confusing as far as continuity of the colorwork pattern to work it that way.
