Counting Rows in knitting Help

I’m knitting a matching pair of slippers. I’m on to number 2. I haven’t been keeping track of my row count so now I’m not sure where I’m up to. I know how to count rows in stockinette and garter sts, but this slipper has several rows of garter stitch then several rows of stockinette before changing to 1x1 rib. I’m not sure if I’ve reached the right number of rows of stockinette yet. Do I count the row ON THE NEEDLE or not?

Yes, count the stitches on the needle as a row. They have already been knit.
There is some variation in the advice on this but this is the correct way to count rows.
