Could you help me understand what I'm doing wrong

I made my Cable Wrap from the pattern link posted here and now I would like to make the hat,only I do not understand the hat pattern. I’ve frogged this out 4 times now. This hat should be done by now.

I have the ribbed cast on done. But rows 1 and 2 are not matching up.

When the pattern reads “Rows 1, 3, and 7 (RS): P1, k tbl, p1, k tbl; work Row 1 of Cable Pattern to last 9 sts, p2, k6, p1.”

Are they referring to

" Cable Pattern (multiple of 13 sts)
Rows 1, 3 and 7 (RS): *P2, k6, p2, k tbl, p1, k tbl; rep from *.
Rows 2, 4, 6, 8 (WS): *P tbl, k1, p tbl, k2, p6, k2; rep from *.
Row 5: *P2, 3/3 LC, p2, k tbl, p1, k tbl; rep from *.
Rep Rows 1-8 for Cable Pattern."

and if they are then why does it show only

Hat [COLOR=DarkOrange] [COLOR=Red](that’s 4sts)[/COLOR][/COLOR]
Rows 1, 3, and 7 (RS): [U][COLOR=Red](P1, k tbl, p1, k tbl[/COLOR][/U][COLOR=Red])[/COLOR]work Row 1 of Cable Pattern to last 9 sts, p2, k6, p1.

and in the Cable Pattern it shows
[COLOR=Red](and only 3sts here) [/COLOR]
Rows 1, 3 and 7 (RS): *P2, k6, p2,[COLOR=Red][U]( k tbl, p1, k tbl) rep from *.[/U][/COLOR]

This is confusing me, and nothing is lining up like it should.

According to the pattern, you should work the first row as follows:

[COLOR=Black][U]P1, k tbl, p1, k tbl [/U][/COLOR]repeat (P2, k6, p2, k tbl, p1, k tbl) until the last 9 stitches, then end with p2, k6, p1

Ok, so row 2 would then read

k1, p6, k2, repeat (ptbl, k1,ptbl, k2, p6, k2) until last 4 sts,then end with ptbl, k1, ptbl, k1

Is that right?
