Confused with pattern

Good morning,
I am attempting to knit a pair of baby booties from a book called 20 On the Go prokects Knitted Baby Booties. When i get to the end of my rows, i have 57 stitches. It tells me to begin instep by knitting row 1: K33, sl1,K1,psso,turn. 2nd row: sl1, K9, P2tog, turn. 3rd row: sl1, K9, sl1, K1, psso, turn. I am to repeat rows 2 and 3 8 times, then repeat row 2 then knit the next row.
Here is where i am confused, does this include the stitches left behind on the knitting needles, or just the ones that i have been working with?

Each row that you work across the sts you will add one of the “side” sts onto the current row. On repeats of row 2 you will work a p2tog across a small gap between the last center stitch and the next “side” stitch. On repeats of row 3 you will work a slip, k1, psso between the last center stitch and the next “side” stitch.
With each row one of the side sts will be added to the center sts.
