Confused by Bind off instruction in pattern

Hi, I am new to knitting. I’ve started knitting a sweater for myself which is a littlest more advanced than my current skill level. There is an instruction in the pattern I don’t understand. The instruction is: “slip 16 mid sts on holder for neck edge. Finish each side separately. Bind off at neck edge every 2nd row 2x4 sts.”

I understand slipping the mid 16 stitches onto a holder and finishing each side separately but I don’t understand what the pattern is asking me to do in the last statement “Bind off at neck edge every 2nd row 2x4 sts.” Any help will be greatly appreciated.

Each side is going to have it’s own ball or end of yarn. The pattern wants you to bind off at the neck edge on every other row. Bind off 4sts at each neck edge every other row. Do this twice for each neck edge so that you bind off 8sts total on each neck edge.

Ok, I think I understand now. There is still a little way to go before I reach this point of the project, I’m just reading ahead on the pattern. Hopefully once I get to this point it will be much clearer. Thank you for your help.
