The pattern should tell her what the gauge she needs is. I’d say try a needle size (whatever she thinks is right) and see how close it comes to the given gauge and go from there.
If you mean the needles are 2.75 mm which would translate to U.S. 2, then that seems like needles that are too small for worsted weight yarn. For socks in worsted yarn I would definitely want larger needles.

What book and what pattern? Somebody might be familiar with it and can offer better help.
A 2 is pretty small for worsted weight, but if the pattern is written for a 2 then going up in size will probably make the sock larger. Make sure to do a gauge swatch first.
I found a pair that calls for size 5 needles, 5 1/2 sts/in. I think they’d be pretty darned stiff.
