I am trying to knit a hat on circular needles. I am using a size 9 circular needle and cast on 90 stitches. The problem I am having is that the hat is getting all stretched out as I push the stitches around the cable.Is this because my cable is too long? What size cable should I buy for making a hat?

Personally, I like a 32 inch or even 40 for a hat. But it’s your preference. Don’t go out and buy something special. Try the traveling loop method. It’s a simple solution for your bunching problem. https://www.knitfreedom.com/blog/traveling-loop/

Traveling loop is a good solutions as Fatoldladyinpjs1 suggests. Also magic loop. You can continue to use these techniques if you need to decrease for the hat top.
You can also use 2 circular needles or a single 16 inch needle. With the 16" needle however, you’ll have to change to double pointed needles or 2 circulars assuming your pattern requires decreases at the top of the hat.
