I am making a oversized Wrap by Jacqueline van Dillon. It’s worked in a garter stitch, but my question is what is the best Cast-on when using 100% Cotton. I am new to knitting and I always have difficulty knowing which is the best cast-on method to use.

There are firm cast ons and stretchier ones. Some are more decorative than others but personal preference plays a large part of the choice here.
You could try out a few different cast ons, say a long tail, or Jeny’s stretchy cast on or an I-cord cast on.
