Casting on for knitted edging - Pi Shawl

sooooo,

I have finished the body of my pi shawl and I’m ready to cast on stitches for the edging and I just can’t get it to work. I understand the concept, but can’t seem to get started. I have the shawl on circular needles with the RS facing out. The working yarn is in my right hand. I’m supposed to turn and cast on 17 stitches. How do you turn and then cast on?
