It is called Streakers Shrug.
Here is what the pattern says:
Sleeves: (RS) using the knitted method CO 2 sts at the beg of next2 rows then CO 4 sts at beg and end of foll 2 rows, then CO 8 sts at beg of foll 6 rows . Work even in ST st until sleeve measures 10"
The shrug is done all in one piece from cuff to cuff
