Can someone please hjelp me understand this?

I am trying to knit a dress for a baby, but I am struggeling with understanding this:

“on each edge, dec inside a border of 1 st. On foll 10th row, dec 1 st
once, then: on foll 8th rows, dec 1 st 3 times, on foll 6th rows, dec 1 st 11 times.”

I start with 100 sts and apparently I am supposed to end up with 70 sts after this.

What is the name of your pattern and designer?
You’re to decrease one stitch in from a border stitch at each end of the row. That means 2 decrease sts per decrease row.
Decrease on row 10 then on rows 18,26 and 34. Then decrease on rows 40,46,52,58,64,70,76,82,88,94 and 100.
That will be 15 decrease rows for a total of 30sts decreased.
