Can I use circs for this sweater?

I’d like to knit this sweater – it’s knit from the top down. You can see the pattern here: http://www.bluealvarez.com/bluealva/patterns/birthday.html

My question is can I knit this in size small on circular needles (16" and 24" or would I need to use double pointed needles?

I’m clueless about this sort of thing.

You can knit the neck and body with those circs, but you’ll need to either use dpns or either magic loop or the 2 circ method for the sleeves.
