Cable Throw - Pattern Question

I am knitting my first afghan and am stuck on the pattern. I am knitting what the pattern calls the “Establishment Rows”. The WS row says “Work each st as it presents”. I cannot make out what they mean. Does anyone have any ideas?

It means that if you see a purl st on that row, purl it; if you see a knit st, knit it.

Each stitch has two sides, one side is a knit the other is a purl. So if it was knit on the previous row you’ll be purling that stitch. If you can learn what your stitches look like it’ll help a lot.
