Cable Panel rows don't match up?

Newbie here - knitting a cowl scarf with two Cable Panel pattern instructions. Panel A has instructions for 16 rows, Panel B has 12 rows.

Instructions for the scarf start with working Row 1 of Panel A, some in between stitches, then Row 1 of Panel B, some finishing stitches…

Next row works with Row 2 of Panels A and B, with some other stitches in between…

Then I have this instruction:
“Keeping cont of Cable Panels, cont in pat until 16 rows of Cable Panel A have been worked twice.”

I was assuming I would repeat the instructions for the first two rows, and just substitute the Panel rows (ex, for row 3, follow the pattern but use Panel A Row 3 and Panel B Row 3 instructions). But what am I supposed to do with the fact that Panel A and Panel B have a different number of rows?

What makes sense to me is that while you are knitting the Cable A panels, you would knit Cable Panel B twice, and then Rows 1 - 8 once, giving you a total of 32 rows.

I do not have a link to the pattern – I got it from a Loops & Thread book from Michaels.

However – after 32 rows are done, there are instructions for the next row, which pair Panel A Row 1 with Panel B row 9, so I think you are right on track.
