What is the name of your pattern and designer?
Usually a pattern is clear on how to set the cable chart within other sts across the first row. What are the directions for the cast on and the first pattern row? You can give us a few rows of the pattern, just not a large portion due to designer copyright.

The pattern says,
“Starting from next row (row15 for all sizes) you will start to work the cable pattern on the fronts.”
So this means I should start from row 15 of the chart, not from row 1, right?
The pattern is worked top-down. It looks like you start with the increase as shown in row one of the chart. There are some knit sts either side of the chart.
The cables may well start on row 15 of the pattern directions or chart but it’s doubtful that you would begin on row 15 of the chart.
What does the pattern say about the earlier rows and the placement of the chart A?
This could misleading as it’s not clear the pattern says this.
@Curly I think you need to post a little more of the pattern to get a confirmed answer on this. You can post the set up row and even a row or two after. Basically post as much as you need to get a clear answer, just not the entire pattern.
Knowing the exact wording of the pattern can make a huge difference in understanding and explaining what to do.
