Buttonhole rib

Good day
I am knitting a newborn sweater and is busy with the shoulder button bands and I am stuck. Dont know if I am missing something ot just not reading it right but it doesnt make sense to me. Sometimes directions just don’t click. For the left shoulder buttonhole band start picking up at the armhole edge and pick up and knit the given number of sts for your size. Work a WS and a RS row then follow the directions for the “Next row” and make the buttonholes by casting off sts. You’ll cast on sts on the following row directly over the cast off sts from the previous row, work 3 more rows then cast off.
For the right shoulder buttonhole band, pick up start picking up at the neck band and continue picking up and knitting sts up to the armhole edge. Work a WS and RS row. Then follow the directions and stitch numbers for the buttonhole placement.

This is such a good idea for opening the neck and not annoying the baby as you put the sweater on.

When starting at “next row” for left side. It says to Rib 3 then cast of 2 sts (1st left on needle). The cast of side will then be at the end of the row and doesnt make sense for it to be button hole at the end?

please see pic attached where 3 rib sts are done before casting off. Or should I cast of the next 2 sts?

That’s correct: rib 3 then cast off the next 2sts. It will use up 3sts to cast off 2 and the one stitch left over will be on the right needle. Look at the photo of the sweater and you can see that for both the right and left shoulder there is a buttonhole on the neck band.
