Hi I’m new to this site. I’m knitting a baby dress and it is bigger than it should be do I use smaller needles to decrease the size or larger??

Yes, go to smaller needles. Knit a swatch to see if you can get the pattern gauge and then you can be sure of the size of the finished dress.
