Just reading this pattern as a new knitter and it just says c4. I know there is cable stitches but just c4 doesn’t make sense. It also says 3 rows as the sets show. Please can someone explain ?

Maybe this pattern:
Look at the beginning and end of the pattern to see if there are definitions of the various abbreviations. The cables look like they may be left crosses (hold 4sts to the front, knit 4, knit 4 held sts) but the pattern should have a list and description.
Usually there are set up rows to show you how to work the stitches. Then the pattern wants you to continue to work the sts as they appear. That means knit the knits or Vs and purl the purls or bumps as they appear on the left needle.

Did you check the last page? I’ve been surprised by patterns that put all of the stitch descriptions at the very end.
