Bought the wool and now the pattern is too big

My winter hat pattern calls for super bulky (5-6) and size 13 needles. I ordered a bunch of wool-ease thick and quick yarn to make hats for my family members but the first hat I made is too big. Can I change and use size 11 needles? Will that make the hat smaller?

The easiest way to test is to knit a small swatch and check if the gauge changes in the desired way.

My experience has been that changing needle size changes both width and height but often the height is changed more than the width.
