Border on my baby bibs

Hello,
I am new to knitting and trying a bib for my infant. I am following this link


and finished almost except border. I am struck at “Edging and Ties” part in the link.
I never used cirucular needle before. Can i do that border using straight needles? And if so please let me know how to pick the stitches into the needle? And i would appreciate if anyone can explain the step by step procedure to complete the border.

You’ll need to use circulars to pick up sts around the edge of it, there’s a video that shows how to on the Advanced Techniques page near the bottom. Pick up the sts along the neckline, knit 3 rows and bind off. Then CO 50 sts and begin picking up sts around the other 3 edges and cast on 50 more sts for the other tie. Knit 3 rows over all these sts and bind off.
