My friends and are are going to make a Booga Bag. In the instructions it says, “Pick up and knit twisted 16 stitches along first edge of rectangle.” What do they mean by “twisted stitches”? Is that jus the way they appear on the rectangle?

I’ve never made one, but have read innumerable posts from people who have. Just pick up the stitches around the edge of the rectangle. They don’t have to be ‘twisted.’ I don’t know that anyone twists them, since there doesn’t seem to be a concensus on how do to that nor if it’s necessary.
It’s probably to tighten up the stitches you pick up, but since it’s going to be felted anyway, that’s not a big issue.
