Bind off all stitches and then continue knitting?

I don’t get it. I’m new to knitting so I apologize if this is a silly question. :smiley:

I’m making booties and halfway thru the pattern says Rows 1-5: knit across. Then bind off all sts loosely in knit.

Second side: Row 1: slip 10 sts from first st holder onto empty needle. Knit across: 10 sts. Rows 2-5: knit across. Then bind off all sts loosely in knit. then it continues on to T-strap.

My question is, if you bind off all stitches and then slip 10 sts from first st holder onto empty needle, how do you continue knitting if you don’t have yarn from the ball to work with?

You cut the yarn from the previous section and knit with it on this section.
