Bind off 7 sts. at the begin. of next 2 rows

I can’t picture this. It is the Oat Couture Bag. It says to bind off 7 sts at the beginning of the next 2 rows. If I bind off 7 sts. do I just continue the pattern, (knitting) and when that row is ended, turn it and bind off 7 more and then continue pattern, (knitting) to the end of the row?
