Im mainly confused with how to do the : *1st row: (WS). Sl1P. yo. Sl1P. K2tog (yo and next st) if someone could explain it to me I would appreciate it so much. From what I understand you’re only decreasing stitches? But based on the image it doesn’t seem like that is what is supposed to happen.

Challenging pattern to start with but lovely. Yes, the k2tog is a decrease but the yarn over within the repeat will add a stitch. Overall you won’t be decreasing stitch number.
The previous row sets up the yarn overs. In the first row, the section between the asterisks is the repeat. In the repeat, yarn over, slip one purlwise then knit together the yarn over from the previous row and the next stitch.
Remember that a yarn over is simply bringing the yarn to the front between the needles then over the right needle to the back. That’s it. No other stitch involved.

The (yo and next ST) is telling you which sts to knit together. Don’t think of it as more sts to work.
The RS set up row is Sl 1, k1, [sl1 (this is the yo) k2] repeating the sl1, k2 to the end of the row.
The first pattern row (WS) is Sl1P. [yo. Sl1P, K2tog (these 2 sts are the yo and the next stitch)]. K1.
That means that the first stitch of the k2 at the end of the set up row is slipped, there’s a yo which doesn’t use a stitch and the 2nd stitch of the k2 is slipped. The k2tog is then the yo and the following k1.
