Beginner pattern decrease help

Hello! I am knitting a child’s hat with cat ears that I got from a Phentex Merit label. I am working on the back of the hat and I am stuck. The pattern reads:

Cont in stocking st, dec 1 st each end of needle on 9th and following 4th rows until there are 12 stitches

Does this mean that I st st 8 rows and do the decreases on the 9th row. Then, do the decreases on every fourth row following until I have 12 stitches left?

That’s precisely correct. So you would decrease at [I]each[/I] end, on row 9, 13,17,21 etc until there are 12 sts left. These are adorable hats. Please post a photo if you’d like. We’d love to see the finished hat.
