Hi, I am a beginner at knitting and right now I’m trying to make a sweater but stuck. Can anyone please explain to me what does this mean " Dec 1 st each end of needle on 3rd and every following 4th row 1 ( 0-1-2-3) times, then every following alt row to 19 (21-23-23-25) st"

You’re to increase at the beginning and the end of the row (or one stitch in from the ends for a nicer edge). Do that 3 rows after the current row and then the row that you increase on depends on the size you’re making. The numbers in parentheses refer to the size.
For the smallest size and the third size, you increase on row 3 and row 7. For the first size in parentheses, increase on row 3 only. For the fourth size, increase on row 3, 7 and 11 and for the fifth on rows 3, 7,11, and 15.

It’s never a bother. Sorry I mixed up increases and decreases in my post. You understood, I hope.
What size are you making? Can you give us a link to the pattern or a pattern name?
Cute sweater. It’s sometimes difficult to find patterns in those sizes.
So for size 6 (the third size) the pattern becomes:
"Cast off 2 sts beg of next 2 rows. 49 sts remain.
Dec 1 st each end of needle on 3rd and every following 4th row 1 time,
then every following alt row to 23sts, ending with a purl row. Leave rem sts on a st holder"
It may help to circle or highlight the numbers for the size you’re making. For size 6 the decreases after the cast off of 2sts are on rows 3, 7, 9,11,13,15,17 etc until there are 23sts remaining.

You’re doing decreases at the neck edge and also decreasing on the same rows at the raglan (sleeve) edge.
I write out these decreases to make sure i don’t forget one.
Row 1 dec neck edge only
Row 2 dec neck and raglan edges
Row 4 dec neck and raglan edges
Row 6 dec neck and raglan edges
Row 8 dec neck and raglan edges
Row 10 dec raglan edge only
“Dec 1 st at neck edge on next 2 rows, then
every following alt row 3 times, AT SAME
TIME, dec 1 st at raglan edge on every
following alt row 4 (4-5-6-6) times. 2 sts.”
Salmon’s advice is worth paying close attention to: especially when she recommends bringing the decrease ir increase stitches to the 2nd and 2nd to last in the required rows. This produces a very fine looking edge that will be a blessing when you come to mattress stitch for the joins.
I feel like I’m doing something wrong!! I have done all the decrease as you have instructed me to do and now I’m suppose to p2tog and fasten off. Does that mean bind off? Or was I suppose to have only 2st left?
Also I don’t understand the next step. This is so hard and I’m hopeless please help me
No, you’re not doing anything wrong. Once you have completed the raglan and neck edge decrease, as laid out in the pattern and walked through by Salmonmac, you will have 2 sts left. You then purl these 2 stitches together and pull the yarn through the resulting final stitch in the same you pull the yarn through the final stitch of a normal bind off.
I think I’ve worked out where things went wrong. On row 8 (of the 10 neck shaping rows) you should have decresed only on the raglan edge and not on the neck edge.
For the P2tog decrease click on the Glossary Tab at the top of the page and scroll down to ‘P2tog’ where you’ll find both the Continental and English method videos.
Before all the neck shaping, you end with 40sts. Of that 40 you use 13sts for the next row.
Neck shaping: Next row: K2tog. K11 sts (neck edge). Turn. Leave rem sts on a spare needle. [U](Just igmore these sts for the present. You’ll get to them later. You have 12sts and you can work these back and forth on striaght needles if you wish).[/U]
Dec 1 st at neck edge on next 2 rows and then every following alt row 3 times, [U](that’s 5sts decreased)[/U]
AT SAME TIME, dec 1 st at raglan edge on every
following alt row 5 times. [U]That’s another 5 sts decreased.2 sts should be left.[/U]
Next row: P2tog. Fasten off. [U](Since you only have one st left, cut the yarn leaving about a 6 inch tail and just pull the end of the yarn through the loop to fasten off.)[/U]
If you have 3 sts left or one st left, I wouldn’t worry about it. Just bind or fasten off This is never hopeless. You can do it! Did I ever tell you about [I]my[/I] first sweater?
