Beginner knitter confused over pattern!

Hi there, apologies if this is in the wrong place, I am new to the forum! I am a new knitter and I’m following a pattern to knit some baby bootees. I have managed the first bit of the pattern but now I’m stumped with what to do next! This is what I have followed so far:

“Cast on 24 sts, work in moss st
Inc each end rows 2, 4, 6, 8
Work 3 rows
Dec each end rows 12, 14, 16, 18
Row 19: Moss to end, cast on 8 sts”

Now this was all fine, but it’s the very next bit of the pattern that I just can’t fathom:

“Inc beg of 2nd and every alt row to 38 sts (Row 12)”

What does it mean by 2nd row? Which one is this? Why is it talking about row 12 when I’m on row 19?

I am very confused and would be extremely grateful for any help on this.

I think these are the Zoe Mellor bootees from one of her books.

It is a confusing instruction but you’re starting to work the upper part of the bootee with new numbering for the rows. You could moss stitch one row (call it row 1) and then proceed with the 2nd row as given in the pattern. The sole is symmetrical so it should be ok. For a certain answer it’s worth contacting the designer.
