Begin with WS row

My pattern reads:

With smaller needle, CO 77[81, 87, 95] sts. Beg with a WS row, work 3 rows in garter stitch.

After I cast on, am I already on the WS? Can someone please explain to me?

Yes, you’re right. You will be starting garter stitch (knit all rows) on WS with the first row you knit.
